Every time I check.. my Bluetooth is ON! I have a watch and buds... but that's not the reason. If I turned off it should stay like that until I activate it again.
Have you checked to see if "Nearby Device Scanning" is turned on? Settings, Connections, More Connection Settings, then you should see it at the top...
